আপনারা ইতোমধ্যে নিশ্চয়ই শীতের তীব্রতা অনুধাবন করছেন! তীব্র কনকনে ঠান্ডার সাথে হাড়-কাঁপানো উত্তুরে বাতাস জনজীবনকে করে তুলেছে রীতিমতো দুর্বিষহ। এই শীত যদিও আমার এবং আপনার জন্যে নিয়ে এসেছে উৎসবের বার্তা, কিন্তু সমাজের নিম্ন- ও নিম্ন-মধ্যবিত্ত শ্রেণী-পেশার মানুষের জন্যে এই শীত আসলে সীমাহীন ভোগান্তিরই অন্য নাম। আমাদের ভুলে গেলে চলবেনা সমাজের এই অসহায় দারিদ্র্পীড়িত মানুষগুলোর প্রতি আমাদের রয়েছে ব্যক্তিগত দায়বদ্ধতা। সেক্ষেত্রে বিচ্ছিন্ন প্রচেষ্টার চাইতে আমাদের সম্মিলিত প্রচেষ্টা সহায়তাদানের এই প্রক্রিয়াকে আরো অর্থবহ করে তুলবে। আমরা যতো বেশি সংখ্যক ক্লিষ্ট মানুষের মুখে হাসি ফোটাতে পারব, আমাদের এই ক্ষুদ্র প্রয়াস ততো বেশি সার্থক হবে।
বাংলাদেশ আবহাওয়া অধিদপ্তর এর মাসিক পূর্বাভাস অনুযায়ী, জানুয়ারী মাসে বাংলাদেশ জুড়ে একটি মাঝারি (৪-৬ ডিগ্রি সেলসিয়াস) ও দুই থেকে তিনটি মৃদু শৈত্যপ্রবাহের সম্ভাবনা রয়েছে। ইতোমধ্যেই দেশে হাড়-কাঁপানো শীতের প্রভাব আমরা দেখছি। আজকের আবহাওয়া-পূর্বাভাস অনুযায়ী তীব্র শৈত্যপ্রবাহ গত ৫০ বছরের রেকর্ড ভেঙে সর্বনিম্ন ২.৬ ডিগ্রি সেলসিয়াসে নেমে এসেছে। দেশের শেষপ্রান্তে পঞ্চগড় জেলার তেঁতুলিয়া উপজেলায় এই তাপমাত্রা রেকর্ড করা হয়েছে, যেখানে সৌভাগ্যক্রমে রাজধানী ঢাকায় তাপমাত্রা ছিল ৯.৫ ডিগ্রি সেলসিয়াস। মূলত দেশের উত্তর ও উত্তর-পশ্চিমাঞ্চলেই শীতের প্রকোপ বেশি অনুভূত হয়। বাংলাদেশে সচরাচর জানুয়ারি মাসেই সবচেয়ে বেশি শীত পড়ে। তবে পূর্বাভাস অনুযায়ী, গতবছরের তুলনায় এবার শীতের প্রকোপ অনেকগুণ বেশি হবে। আশংকা করা হচ্ছে যে জানুয়ারিতে সম্ভাব্য বৃষ্টিপাত শীতের তীব্রতা বহুগুণ বাড়িয়ে দেবে। ইতোমধ্যেই আমরা গত চার দশকের মধ্যে সর্বনিম্ন তাপমাত্রা অনুভব করেছি। তাপমাত্রা যদি এভাবে কমতে থাকে, তবে শূন্যের নীচে তাপমাত্রা হয়তো এ বছরই আমাদের সইতে হবে।
গত কয়েকদিনের তীব্র শীতে দরিদ্র মানুষের ভোগান্তি বেড়েছে অনেক। শীতের কারণে সবচেয়ে বেশি ভোগান্তি পোহাতে হয় বয়োবৃদ্ধ, শারীরিক প্রতিবন্ধী, সন্তানসম্ভবা নারী ও শিশুদের। এমনকি অনেক ক্ষেত্রে প্রবল শীত তাঁদের মৃত্যুর দিকেও ঠেলে দেয়। ইতোমধ্যেই ১০০ এরও বেশি মানুষ সারাদেশে শীতজনিত বিভিন্ন কারণে মারা গেছেন। আমাদের অর্থনীতির মূল সূচকগুলো উন্নতির চিত্র দেখাচ্ছে ঠিকই, তবে বাংলাদেশ খানা আয় ও ব্যয় জরিপ ২০১৬ অনুযায়ী এখনও ১২.৯% মানুষ চরম দারিদ্র্য-সীমার নীচে বসবাস করছেন। কিন্তু বাস্তবতা বলে, দেশের অর্ধেকেরও বেশি মানুষেরই শীতের প্রকটতার সাথে লড়াই করার সামর্থ্য নেই।
সচেতন ও সংবেদনশীল — সর্বোপরি শিক্ষিত নাগরিক ও ব্যাংকার হিসেবে এই দারিদ্র্যপীড়িত আবাল-বৃদ্ধ-বণিতার মুখে হাসি ফোটানোর জন্যে আপনার রয়েছে অনস্বীকার্য দায়বদ্ধতা। বহু প্রতিষ্ঠানই প্রত্যন্ত অঞ্চলে শীতার্ত মানুষদের জন্যে শীতবস্ত্র বিতরণ করছে, কিন্তু প্রয়োজনের তুলনায় তা নিতান্তই অপ্রতুল। এ মুহূর্তে আমাদের অবশ্যকরণীয় হলো, শীতার্ত মানুষগুলোর কাছে যতো বেশি সম্ভব সাহায্য পৌঁছে দেয়া।
সামাজিক দায়বদ্ধতার প্রতি দৃঢ় অঙ্গীকার রয়েছে বলেই ঢাকা ব্যাংক প্রতি বছর CSR কার্যক্রমের আওতায় উল্লেখযোগ্য পরিমাণ শীতবস্ত্র বিতরণ করে আসছে। তবে ২০১৬ সাল থেকে আমরা এই মানবিক কার্যক্রমকে আরও অন্তর্ভুক্তিমূলক ও জনসম্পৃক্ত করে তুলেছি। উক্ত বছরে আমাদের সহকর্মীবৃন্দ, সম্মানিত গ্রাহকবৃন্দ, ও Facebook অনুসারী এবং শুভানুধ্যায়ীদের ঔদার্যে আমরা ২৫ লাখ টাকার বেশি মূল্যের শীতবস্ত্র সংগ্রহ করে তা দেশের ৭টি জেলার ১৫টি এলাকায় ২৫,০০০ বেশি দুস্থ-পীড়িত মানুষের মাঝে বিতরণ করেছি। আমাদের এই কার্যক্রম দেশে ও বিদেশে বহুলপ্রশংসিত হয়েছে।
এখন, আমি আমাদের “আসুন শীতার্তদের পাশে দাঁড়াই – দ্বিতীয় মৌসুম” ক্যাম্পেইন এই মুহূর্তে শুরু করার ঘোষণা দিচ্ছি।
এবারে আমরা ক্যাম্পেইনের কার্যপদ্ধতিতে কিছু পরিবর্তন এনেছি। এবার আমরা শুধুমাত্র ‘নতুন বস্ত্র’ সংগ্রহ ও বিতরণ করার ব্যবস্থা রাখছি। আপনি আপনার পরিবার-পরিজন ও বন্ধুদের এই ক্যাম্পেইনে অংশ নিতে উৎসাহিত করতে পারবেন। কেউ টাকা দিয়ে সাহায্য করতে চাইলে তাঁকে অনুরোধ করুন সমমূল্যের বস্ত্র দান করতে। বর্তমান ক্যাম্পেইনের আওতায় কোনরূপ নগদ অর্থগ্রহণ হতে বিরত রাখুন।

Winter started settling across the country in from the beginning of 2018, you must have experienced by now? If you are not even an early riser, you must have been noticed the thick hazy morning outside your window. Winter brings merriment among the festival- and fashion-loving people of the country. On the other hand, winter is synonymous with misery for the lower-middle and lower class people of the society. It brings a great grief especially for these strata of the society. When you see your suited and booted reflection in the mirror, a sense of satisfaction comes in your mind. At the same time you should not forget about your personal responsibility/commitment towards these helpless people. Standalone support may not be sufficient here; however our collective effort may bring smiles to many helpless people across the country.
Bangladesh Meteorological Department (BMD), in its monthly outlook, predicts that January is in for a medium-range (4-6o Celsius) cold wave and two to three other mild (6-8o Celsius) cold waves in Bangladesh. The bones of the whole country are already shivering; with strong cold air blowing. According to today’s BMD’s weather bulletin, lowest temperature recorded today is 5.1o Celsius in Dinajpur while the capital saw the temperature as low as 10o Celsius. Most of the cold is likely to be felt on the northern and north-western regions of Bangladesh. Foggy is likely to settle in on the river basins and the northern, north-western and north-eastern parts. January is the coldest month in Bangladesh for years. But BMD says that as it was not felt that that much cold last year, the cold will be much intense this time. The situation can be even worse in the midst of on-going winter blow if the highly probable rain start pouring in this month. As a consequence there is likelihood of four-decade low temperature this year.
The miseries of the people, especially the poor, have increased manifold with the cold spell persisting for days together. Cold afflictions cause the elderly, physically challenged and children great sufferings; sometimes it may even lead them to death. Although the economy fundamentals of the country are shining, still a remarkable number of people live below the poverty line. . 12.9% of total population still below the extreme poverty line, according to Bangladesh Household Income and Expenditure Survey 2016. Euphemistically called the low-income groups but actually more than half of the population have little means to fend off the cold during the winter. No doubt the poorest among the poor are the worst sufferers and they suffer doubly on account of winter.
As a Socially Responsible Banker of the country your role comes here to a greater extent. Why not we join our hands together for bringing a pinch of joy in the lives of these ‘Poorest of the Poor’? You will see many organisations distribute warm clothes among the cold-hit people living in the fringes. But, it is felt that it’s just not enough. The cold-hit poor people need more help, and the sooner it reaches them the better.
As a socially responsible Bank, every year Dhaka Bank spends notable amount of money from its CSR fund for distributing warm clothes in different geographies of the country. But from 2016, we put a significant step forward. We, together with our Customers, facebook followers collected substantial quantities of clothes of any kind worth BDT 2.5 million+ for this distressed people and distributed in 15 locations of 7 Districts of the country.
At this point, I am announcing the launching of Second Season Personal Social Responsibility (PSR) Campaign titled “আসুন শীতার্তদের পাশে দাঁড়াই – দ্বিতীয় মৌসুম”. This year we brought some changes in the Campaign modality. You can collect and/or donate only new clothes for this noble cause. You are earnestly requested to encourage your family and friends to participate in this Campaign. If anyone is interested in Cash Donation, motivate her/him to donate warm clothes equivalent to the cash sum. You are strongly advised to help that donor to your best extent. Please keep in mind that NO CASH donation is allowed in this Campaign.

I would request you to share that with your digital connects as well for their motivation.
